I know.  I'm hazy on why and whether that's a bug; bug 14980 and bug 24020
seem related.  (I seem to recall Alexandre said at least one similar problem
was Not A Bug.)  But since the average user isn't going to delete a manifest,
we need to deal with what happens when the app uses the builtin msvcp.

Pretty sure.  I should have mentioned that I think this is the next bug after
bug 26832 for this app.
