Starting from the most obvious - have you removed/disabled compiz? Are you making _any_ changes to Wine configuration (via winecfg, registry, etc)?
No composite manager at all, I'm running a custom x86_64 kernel on Debian Sid x86_64. X and Window manager is plain Xorg with Openbox. I tried it with several kernel versions, no changes.
The same with wine installation, I tried it with the registry hacks required for warcraft 3, without them and then with a fresh wine installation.
To sum it up, I tried it with different wine versions (.57, .59, .61, 1-rc1), several kernel versions since 2.6.18 and different ATI driver versions since October 2007 until the most recent 8.4. None of them worked with WC3.
The occurence of this bug is definately not a wrong configuration. I tried it with Composite "Disable" and disabling of the AIGLX, no changes too.
The wine rc1 installation is patched with the two fixes for Battle.net access and taskswitching in X, the other wine versions I tried are unchanged and compiled from the source downloaded at winehq.org.
I should say again that this bug just came up when I swapped my NVidia card for an ATI, everything worked fine before and even now, other OpenGL programs run fine with the fglrx drivers, also under wine like counterstrike 1.6 which uses OpenGL extensively.
