wined3d: Handle pre-transformed vertices in the GLSL vertex pipe.
This also avoids a fallback to drawStridedSlow().

Nvidia 210, 319.23 driver Resolution changes, graphics options, nvidia-settings etc have no effect on this framerate drop.
