[Bug 14717] resampled sound is horrible

it is the Linux system mixer need to support all formats and rates when mixing
(e.g. plug:dmix , pulse or pulseaudio )

only jack server support mixing at single sampling rate and only support float
and does not support the common 16bit audio

dsound only need to support mixing of 8bit or 16bits audio and does not need to
support mixing of float since the hardware driver inform dsound whether it
support 8bit or 16bit in DSCAPS

e.g. you need to use plug:jack (alsa-jack plugin) as default device when using
winealsa.drv
