Error message from Safari

Attempting to load secure (https) urls in Safari results in an error message
similar to the following:

Safari can’t open the page.
Safari can’t open the page “https://www.apple.com/%E2%80%9D because it couldn’t
establish a secure connection to the server “www.apple.com”.
