New versions are submitted to the parent application, so monitors of all versions of that application are notified. Based on the bug description, that part was working as planned.
When submissions are still in the queue, they can only be viewed by the submitter, the maintainer/supermaintainer of that app or version, and admins. Monitors can't view queued submissions, so that, too, was working as expected. The test linked to in the description has since been accepted and can now be viewed by anyone.
The confusion comes from the fact that monitors are sent the same notice as the people who can view the queued data, and there is nothing in the content to tell monitors that they won't be able to see the test report unless and until it is accepted.
Adding a line for monitors to clarify this is one option, but it might be better to stop sending monitors notices on test submission and only send them if and when the test is accepted.
