Patch to disable winegstreamer if glib too new

This bug is annoying enough that we should probably just disable winegstreamer
when faced with glib-2.32 or newer.  Here's a patch to do this.

(Note that it won't delete any existing winegstreamer dlls
for you, so if you try this on an already compiled tree, winegstreamer will
still be there until you clean it.)
