That's a limitation of ext3.  ext4 will have microsecond timestamps.

The program

import os
t1 = 1159195039.25
os.utime("foo.dat", (t1, t1))
print os.stat("foo.dat").st_mtime
print t1

prints out two different values even in linux's python because of this.
