If you have other non-ASCII characters on letter part of keyboard, do they work correctly? If not, what do they do (if anything)? This might be just another extent of https://bugs.winehq.org/show_bug.cgi?id=45605 , just that in your case, some keys (i) are "randomly" mapped to different characters (e.g. ").

I tried some other keys which are ş , ü , ğ , ö and ç.
So result was , ç was recognized as ccedilla.
Ö was recognized as odiaresis.
Ü was recogized as udiaresis.
Ğ didn't recognized.
