Yes, it's been removed from Debian in wine 1.8~rc4-1, which has been uploaded to sid (unstable) on 2015-12-12. It will probably migrate to stretch (testing) on 2015-12-18. Jessie and jessie-backports (stable) are not affected, because there are no pulse-enabled packages in there (yet).
The wine-development packages 1.7.55-4 in stretch (testing) and sid (unstable) are affected, they will be fixed with the first 1.9.x upload. Again stable (including backports) is not affected.
What do you mean with upstream? (For me this is winehq, and we have this bugreport here. In Debian we had https://bugs.debian.org/807403, that's what led me here). So I think no need for a new bugreport.
I will notify this bug when a fixed version is in testing (hopefully in 3 days) and when wine-development 1.9.x reaches testing (that might be in 4 weeks). Then this issue will be completely fixed in every updated Debian installation.
