I downloaded the current 32-bit version on offer: gpa_15.4_release_276272_x86_standalone.msi
Installs fine after setting the windows version to 7 with winecfg. The installer launches gpamonitor.exe which crashes without a wine backtrace under wine-1.9.4. It does offer to save a crash report (attached).
The Intel GPA site says it requires .NET 4.0.
