While this seems more like a 7-zip bug, I checked and it works in the same 7-zip version (16.02) on Windows 7. Note that native unzip also fails on this file, but that's a separate non-wine related issue.
I filed a bug upstream, which was less than helpful: https://github.com/PowerShell/PowerShell/issues/6900
After their response, I tried it on a native Windows machine. Using the same 7zip version (and command line extraction) works fine. Under Wine, I get errors about replacing filenames (in a previously empty directory):
