[Bug 12070] Changing some tool properties with arrow keys in Photoshop CS2 doesnt work

Sure, its reproductable.

Steps:

1. Launch photoshop ;-)
2. Create 3-4 layers with something on them in various colors , like some
strokes with paintbrush (the colors need to overlap themselves so we can see
the blending mode changes)
3. click the blending mode dropdown with mouse, and start using arrow keys
(up,down) to change the modes - nothing will happen at all. If you change the
modes with mouse it will work correctly.
