Yes, Fallout 3 only supports ATI and Nvidia cards. However, due to its popularity the d3d9 trick is the only possible workaround to make the game work on Intel GPUs, which are quite common these days. As I said the d3d9 trick worked perfectly on OS X with Wine until Steam released an update on Aug 19th.
The trick still works perfectly fine with the standalone version of Fallout 3 (no Steam involved).
I am unable to interpret the crash log so I can't say what has changed in Steam that causes the new crash.
