Remove your ~/.wine dir and try again.
Why is the commandline invalid? /usr/local/bin/explorer is a shellscript that generates your call.
removing ~/.wine didn't help on WIN2K , I get the following error: wine: Call from 0x7b840c00 to unimplemented function shell32.dll.FixupOptionalComponents, aborting
It did help on WINXP
