In case you are using the debian.org packages, there we export PULSE_LATENCY_MSEC=60 per default.
That does seem to be relevant. Did you do this to help the winealsa driver along? If so, it should no longer be needed with winepulse.
It was to avoid stuttering (https://bugs.debian.org/581624). So I guess this is a yes and we should just remove that completely again.
