That Japanese comment isn't a fix for this bug. It appears to be a fix for a
different drag and drop bug - I think the real problem is that Wine's
WM_DROPFILES drop is in ASCII instead of Unicode, which is likely a problem in
Japan.

Thank you though, I will look at it later. It's nice to know my drag and drop
code is being used even on the other side of the world ;-).
