What I do know is that it is a change between wine 6.10 and 6.11 (non-staging) which narrows it down quite a bit.
The other piece of info, that this message: err:ntdll:RtlpWaitForCriticalSection section 7BC61360 "dlls/ntdll/loader.c: loader_section" wait timed out in thread 0158, blocked by 0144, retrying (60 sec) only shows up (and shows up repeatedly) on the borked versions might give a starting spot for an investigation.
I can also provide custom debug logs (as in WINEDEBUG=-whatever) in case that might help.
I feel like this is issue is appropriate for this bugtracker, at least until the cause is found, as a change in version number of wine, and not of Xorg or a Debian apt upgrade makes the issue show up and go away. (Even though of course we might still find out that it is a NOTOURBUG in the end.)
I didn't do any fancy profiling for the CPU usage, I just managed to get onto a terminal tab with top running in it. I saw Xorg was at close to 99.9% and every other process lower that 2%. Wine seems to otherwise work, it is just that everything takes forever and system responsiveness of course is very poor.
