None of the suggestions here helped, but I stumbled on a post that suggested using nvidia-settings to change to 640x480 and then run the program. It worked, and I tried to automate it via the command line and met with failure.
But I stumbled, by accident, on the solution. In testing for panning, I'd launch the program and it would slide off, showing that panning was active. I'd give up at that point thinking it's not working. Once, I had a glitchy intro screen, so I clicked an option (multiplayer, iirc) and discovered after the opening screen, panning wasn't active any longer!
So that's my solution: don't assume it's broken just because the opening screen pans. Test one more level before concluding it is panning.
