I am sorry, but I don't know the details how the
winehq staging binary packages get built.

Can you please share your clang version and your configure line?
You don't use mingw-w64, so you also don't use llvm-mingw?
So this is a non-PE build, instead a .dll.so build?
And are you building a pure 64-bit build?
