Note, if you'd like other users to test meanwhile before this is fixed i think there's a way (not very preferable but i think i remember it worked when i tried this in the past, not sure if it still works):
If you copy your self-compiled (with patch) kernelbase.dll.so over the fakedlls in systemdirectories (64-bit over .wine/windows/system32/kernelbase.dll and 32-bit over .wine/windows/syswow64/kernelbase.dll) and then set kernelbase to native in winecfg one should be able to run the app in wine-3.16 without a patched wine, but just vanilla wine-3.16 )
As i said not sure if it (still) works, but if so, you'd only need to give them the self-compiled kernelbase.dll.so's, and then they could use vanilla wine-3.16
