Further tests with Wine 1.7. No changes, program goes on line to activate OK and activation is acknowledged, but then it crashes.

I think perhaps you misunderstood Mr. Cooper, or missed his typo correction in Comment #3. This is not a regression in Wine. Previous versions of the Electric Quilt application (EQ5 and EQ6) work with both Wine 1.6 and Wine 1.7, but the most recent version of the application (EQ7) does not work with any version of Wine. Thus, I don't think a regression test would reveal anything.
In comment 1 it says:

step and de-activation are working perfectly with Wine 1.6.
I take it activation works with 1.6, but not starting the application?
Does this have a public download/demo available? I found http://electricquilt.com/download/, but it's down.
According to Mr. Cooper's original bug report and comment 4, yes: EQ7's phone-home activation process succeeds with either Wine 1.6 or 1.7, but the main application crashes during startup.
I have not been able to locate a (legal/licensed) trial or demo of this application. I have not attempted to find a cracked/"warez" copy of the program, but assuming such exists, it may be useful for troubleshooting (since the problem(s) doesn't appear to be connected to the license activation process).
I have not yet attempted to replicate these results myself, because (1) EQ's licensing/activation rules make it impossible to test under Wine without (at least temporarily) disabling the application on Windows, and (2) this is the only application for which I am interested in using Wine at present, so when I saw Mr. Gordon's report that it's broken, I didn't bother setting up a Wine environment. I will attempt to free up a license to use for testing (on Ubuntu AMD64 or Fedora x86_64) in the next week or two.
