[Bug 10673] Gnome panel bars overlap Halo in fullscreen mode

Seems somewhat fixed.
The panel still overlaps the application (FIFA08 Demo under IceWM) when it goes
full screen - but unlike 56, I can now switch back to the application (Alt-Tab)
and it goes full screen.

On the other hand (might not be related), when I closed the demo the resolution
failed to return to the original desktop resolution (1280x1024) and stayed at
800x600.
