I was able to checkout scilab2c, and also cleanup and update my work repository with TortoiseSVN for the first time since switching to Linux last August! Woo! Now there's the matter of upstreaming and whether this is the correct solution.
This is just a thought, but I noticed that since TortoiseSVN works in Windows, maybe it isn't sending a unicode-compatible path when calling SetFileInformationByHandle, and other programs do. So, I'm not sure if this is the correct solution, but it may be. If someone more familiar with this stuff (such as Alexandre Julliard, for example) can review this patch, it would be awesome.
