A No Border message is sent to Kwin.
...but since Safari fails to create its own titlebar, it ends up with nothing at all. However Ubuntu ignores the No Border message and replaces the missing titlebar with its own. The solution for now would be to use Ubuntu.
...or more specifically use gnome instead of kde.
Curiously I have to wonder if this is a problem with kde (for not displaying the title bar when told not to, sounds like kde is doing what it's supposed to) or is it a problem with Safari or for not drawing the title bar when it sends the No Border Message or with wine for sending / passing through the No Border message when the title bar isn't being drawn by Safari?
