Last time I did it by entering the Wine IRC channel, but you can also use other
ways: https://www.winehq.org/help

The best would be probably purchasing CrossOver to get the commercial customer
support from CodeWeavers, the company behind Wine project.

However, none of these methods will be a 100% guarantee that someone will fix
this bug. First of all, Wine developers set their own priorities, secondly, the
bug might be problematic enough so that fixing it might not be trivial.
