I have redone the 1909 snapshot and the current live snapshot does not have the
wizard anymore.

In 1909 I did not find any setting to disable the wizard and the registry key
mentioned here and there don't exist. But I'm hoping this won't come back if
the live snapshot needs to be recreated.

The cw-rx460 1909 disk image had the same issue so I updated it too.
