No, we don't modify it. It appears to be their change [1], for no good reason.

Tested against libxml2-2.11.8, the version before the commit you found, and that works fine with gcc-14.1. There is no actual need to rebuild the other system mingw libraries or at least no issues/regressions popped up in my limited tests.
For the moment I will stick with bundled versions of the xml2/xslt; Thanks.
PS; I'm not sure if this bug should be closed, as it looks like a decision has to be made at some point.
