Peter, from your screenshot it looks like the titlebar was filled in by Ubuntu's window manager.
Safari provides its own titlebar as can be seen in attachment 8303 [details] to bug 9836, and can be seen in Windows XP screenshot here. Safari's titlebar is missing.
Even if I uncheck the option to let the WM control Safari (winecfg graphics tab) it still works with the gray Safari title bar (see new attachment). That said, the WM gives better control and I have no problem letting the WM control the title bar, and it does work fine that way. What is your setting for that in winecfg (under graphics tab)?
