On Debian 8, I had to install this package to get MP3 support in gstreamer:
gstreamer1.0-fluendo-mp3

It exists in Ubuntu 16.04 Xenial too.

I see that the 64-bit library is installed (gstreamer1.0-fluendo-mp3:amd64)
But you're missing the 32-bit version.

This command will install it:
sudo apt-get install gstreamer1.0-fluendo-mp3:i386
