While the rest of wine programs fail after this, if you use winetricks on a script where this happens, winetricks creates the full path and prefix for you, and subsequent commands start working, totally misconfigurated of course.
I also find it a bit strange, principle of least astonishment wise, that any wine script must start with basically: #!/bin/bash
export WINEPREFIX=$HOME/.local/share/wineprefixes/Risen mkdir -p "$WINEPREFIX" wineboot -i (this was added before i found the real problem, and it's unnecessary)
