It can be circumvented by copying a(n) (initialized) 1Password10.sqlite file from a native Windows installation to /home/$USER/.wine/drive_c/users/$USER/Local\ Settings/Application\ Data/1password/data/. However, after this we will still have the problem https://bugs.winehq.org/show_bug.cgi?id=42704
