This is offtopic for this bug report. So, lets postpone detailed discusion until wineopenal would became available and we - possible - would be filling bugs against wineopenal not working well on the PulseAudio-enabled systems.
As for topology, you had forgot that on the PulseAudio-enabled systems with "non-hardware-openal" audiocards kernel audio driver is ALSA, and alsa sound card device would be exclusivelly locked by PA. Find a minute and take a look into openal-soft configuration on recent linux PA-enabled distros. Most of them configure openal-soft to use PA as output device, either implicitly through buggy PA alsa emulation or explicitly using openal-soft PA output driver (so-called pulseaudio backend).
P.S. Again, this is offtopic for this bug report so I hope we wouldn't dive into detailed discussion - it's pointless in regard to this bug. Feel free to write directly to my e-mail in case you want to discuss this problem in more details.
