[Bug 18075] IE8 crashes due to missing urlmon.dll.423 API

Actually urlmon.dll.423 is provided by IE8 installer (urlmon.dll version
8.x.x.x).
It's got installed to system32 but builtin used instead. I've tried to switch
to native and I've got it stuck with message:
