no code page check for symbol fonts

there is not code page bit defined for symbol. in fact mostly bit 31 (reserved
for oem) is used. 
capella requests it's fonts being symbol but they use a standard code-page.
because of that wine's font creation discards them. but windows' font creation
does not. 
this patch deactivates codepage testing for fonts with symbol charset.
