[Bug 27488] Wine64 (build with --enable-wine64) and winecfg

There is no system64 folder on windows. System32 on 64-bit windows contains the
64-bit dlls, and syswow64 contains the 32-bit dlls (completely braindamaged,
blame Microsoft :)).
