I've opened up a proper bug for Wine Staging 3.20 here:

Although I believe this would affect Wine 3.20 as well, I just happen to run all my games using staging.
I'm not sure if this is unique to Halo Online, or if other games with Voice Chat features will also have problems. It seems as if Halo Online was written to use qwave.dll *if* it exits, and now that it does exist (albeit as a stub) the game crashes.
