Don't guess, test it with something like:
c:
cd \
c:\full\path\to\program.exe

Many Windows programs will fail (on Windows too) if started that way. Lots of
programmers don't know rhe fact that double-clicking on an executable in
explorer changes current working directory to the directory with the file.
