This is still an issue in 1.1.0. My console output, however, is much shorter than what was previously posted:

This was on a fresh install of Office 2003 Pro to a clean wineprefix, with default Wine settings. Wine 1.1.0, openSUSE 10.3.
Are you still getting the "The update cannot be applied" message? Your output is saying that there is no error.

PA561401.cab is needed in the windows/Installer folder. Also, if you extract the .exe file, you can run the hotfix from the resulting folder. You can get the cab file online or from the office cd. Works for me.
There is no such file on my Office 2003 cd, nor is there one on Microsoft's website. Googling PA561401.cab just turns up a lot of posts on various forums from people looking for it, and links that purport to have it are dead. I'll be happy to try it if you can tell me EXACTLY where to find it.
Please take this discussion off of bugzilla. Hacks and workarounds have no place here.
