just example:
ret = lstrcmpi("# (Search for Disassembly Pattern)", ".RELOAD (Reload Symbols)");
wine returns '1' here, but must '-1' since ord('#')=23h < 2Eh=ord('.'). Windows handles this case correctly. GLIBC strcasecmp works correctly too.
This bug heavily affects winhelp index lookup in WIN32.HLP borland help file, which has lots of #.&*()[]
P.S. It is not a locale problem, so this bug is not a duplicate of bug #9583
