The app is explicitly asking for c:\windows\system32\riched20.dll, so that's what it gets. I don't see any bug here.
if the app absolutely link with c:\windows\system32\riched20.dll runs in ms-windows, that's fine.
wine need to follow the rule?
Yes, Wine has to implement the Windows rules.
