[Bug 9661] Linux Sticky keys does not work under Wine

At the very least this bug could be confirmed, it's not difficult.

1) Turn on sticky keys in your preferred Desktop Environment
2) Fire up some simple text app in wine
3) Push shift
4) Release shift
5) Press a letter key, it should be upper case, but it won't be.

In my opinion this bug should have been fixed for 1.0. It literally makes using
wine for some apps impossible for some people even though those apps may be
listed as gold or platinum.
