50ms latency from pulse is only achievable with the -rt branch kernel. For everything else, dmix does not suffer from such serious latency issues (especially in Wine, Skype etc).

If you've stopped trying to get Wine upstream to support pulse, this whole discussion is moot. So much for the "developer willing to maintain" argument.
I am, outside of wine currently.
Assuming this is even possible. Even just a Proof of Concept would be helpful here.
Problem with writing a proof-of-concept for the wine project is that while it may be better, it will be regarded as too large a change and rejected unless it could be done incrementally. It's hard to make a horse and buggy into an automobile without being allowed to replace logical parts in their entirety.
