[Bug 17182] Wine does not take the "LANG=" option anymore, as a result No Cyrillic encoding available

Yes, you are right. In Ubuntu 8.10 maybe the needed locale is not installed,
because under openSuSE 11.1 there is no problem with the Cyrillic encoding.
