Sounds like the issue I experienced with Far Cry 3: Loading a game in the Amanaki village, there's some waterfall noise full volume that covers ambient sounds and speech. At a certain distance of the village, there is a barrier where the waterfall noise cuts in or out depending on the player movement.
It's a issue about sound attenuation with distance. See comment 5 in bug 45311.
