I must not have read carefully, or maybe I thought it was related. My problem was that table windows needing action were popping "under", instead of popping up. It now works perfectly.
Here is what I did for testing. Using Arch Linux with Gnome 3 (Antergos), I installed PokerStars in a fresh .wine directory. The default for PokerStars is to popup table windows when they need action, so I didn't need to change that option. Under Wine, PokerStars now pops up table windows needing actions, instead of dropping them to the bottom of the window stack. So, it is now working properly for me. I also tried changing to another Gnome workspace and waiting for a table window to need action and then going back. Table windows had still popped up properly. It doesn't matter whether the obscuring windows were other PokerStars tables or Firefox or something; the table window needing action still pops over the rest. But again, I'm not using compiz, and I never had a problem with windows truly disappearing from the face of the planet.
This is with wine 1.7.53-1 under Arch Linux 4.2.3-1. My Linux system also has q4wine 1.1_r2-1, wine-mono 4.5.6-1, wine_gecko 2.40-1, and winetricks 2015082, but I did not activate or install anything else in my new .wine directory.
