Since Wine-1.3.26 I can hear the audio test even though I have disabled all sound drivers in winecfg's audio tab. Actually, I have only Alsa available because OSSv4 is not installed on my system.
Bisecting revealed the following commit:

Reverting the patch fixed the problem (audio test gives an 'Audio test failed!' error message when no sound drivers selected).
