Actually, winetestbot addresses this.  So only 1. and 2. are needed.

By the way, as far as I can see this was never even submitted to wine-patches. 
Patches are not picked up from here.  While I doubt a change like this would
get accepted without a test case, it's impossible for it to get applied without
ever having been submitted.
