[Bug 27580] First two letters missing from path is "Open With"

Notepad is really supposed to receive a Windows path in the command line, as
it's interpreting the slash and character at the start of the Unix path as an
option. I notice that notepad on XP doesn't munch option characters that it
doesn't recognize, so I suppose there technically is a bug here.
