This path contains Skype's HTML login form - such HTML is currently not
supported in Wine (bug 28457), thus you have to delete it.

This file is not in that path, I have no idea why Skype fails to open it.

I couldn't find that file in my Windows 8.1 and Windows XP SP3 installations
either - it's possible that this file is embedded into Skype's binary and then
it gets loaded on start up.
